Anthropic CEO Dario Amodei is calling for stricter regulation on the development of the most powerful artificial intelligence models. In a published essay, he proposes several measures designed to ensure that safety practices keep pace with rapid technological advancements.

However, Bård Standal, a partner at the law firm Schjødt, highlights a fundamental problem with this approach. He points out that no single entity or authority currently holds the power to enforce an artificial intelligence slowdown on a global scale.

Standal estimates that establishing a binding worldwide regulatory framework for artificial intelligence could realistically take many years. This gap between the urgent need for safety controls identified by industry leaders and the lack of international enforcement mechanisms creates a major roadblock for slowing down the global intelligence race.
