Finland’s Agion partners with Sweden’s SIROS Foundation to connect digital identity with AI governance
Finnish AI company Agion has entered a strategic partnership with Sweden's SIROS Foundation to explore infrastructure for verifying AI agents' identities, permissions and authority to act on behalf of organisations. The aim is to bring verifiable identity and delegated authority together with organisational policies and AI governance.
Agion was founded in Helsinki in 2025 and builds Agion OS, a platform for designing, deploying and monitoring AI agents and AI-driven workflows. It includes governance controls, access management and audit trails, and can run on customer-controlled infrastructure. Its customers include public institutions and businesses in finance, telecommunications and healthcare. CEO and co-founder Janne Pulkkinen previously led AI projects at Finland's Social Insurance Institution (Kela). SIROS is a Stockholm-based nonprofit set up in February 2025 by Yubico co-founder Stina Ehrensvärd. It develops open-source digital identity, wallet and delegation infrastructure based on international standards, and grew out of collaboration involving GUnet, Sunet and Yubico, including the wwWallet project for European digital identity pilots. It is supported by voluntary contributions and the European Commission.
The partnership will first examine how digital identity infrastructure can show not only which AI agent performed an action, but also whom it represents and whether it had permission. One example is an agent placing a supplier order, which may need to prove it represents a particular organisation and may buy only within set limits. The work will also look at how records of agent activity can support oversight and accountability.
Three areas are in scope: verifiable identity and delegation, so agents' identities and their delegated authority can be independently checked; governed autonomous execution, linking delegated permissions to organisational objectives, policies and controls; and open interoperability, testing how SIROS's open-source infrastructure can work with Agion OS through open standards without locking organisations into one vendor.
As businesses give AI agents more operational tasks, authorisation and accountability become more pressing. Pulkkinen says the goal is for organisations to grant agents more autonomy without losing control over their decisions and knowledge.
