Finnish Regulators Halt Construction at Two Google Data Centers Pending Environmental Reviews

Finnish regulators have ordered Google, owned by Alphabet, to pause construction at two planned data centers in Finland until environmental impact reviews are completed. Benzinga reports the halt as a roadblock for the company's large AI push in the country. The excerpt does not say which regulators issued the order, where the two sites are, or how long the suspension might last.

The suspension comes shortly after Google outlined a €13 billion (about $15.13 billion) investment in September to expand AI infrastructure in Finland. The company plans to spend the money over two years on digital infrastructure, clean energy and local partnerships, citing rising demand for Search, Maps and Gemini. The package includes a 22-year agreement to support the life extension of the Loviisa nuclear plant, new onshore wind capacity and a 94-MW battery system.

The article also places the halt in a wider regional context. Nordic countries have become increasingly attractive for data centers because of their cool climate, tax breaks and abundant renewable energy. As an example, it notes that in June the French AI startup Mistral AI announced a €1.2 billion ($1.43 billion) investment with Sweden's EcoDataCenter to build an AI-focused data center at EcoDataCenter's Borlänge site. That facility would be Mistral AI's first AI facility outside France.

The significance lies in the contrast between the scale of Google's Finnish plans and the regulatory pause on two of its planned sites. Even in a region that draws data center investment with cheap, clean power and favorable conditions, projects can still be delayed by environmental review requirements.
