Open letters about AI development

Several recent open letters highlight major disagreements within the artificial intelligence industry regarding government regulation, open-source models, and development speed. In late July, an open letter titled Open Weights and American AI Leadership was released with backing from over two hundred companies, including Microsoft, NVIDIA, Amazon, and OpenAI. This letter urges the United States government to protect open weight models instead of restricting them over safety concerns. The signers argue that relying only on closed models creates single points of failure, reduces competition, and keeps critical technology concentrated among a few providers. Open weights allow a broader community of researchers to find vulnerabilities and build safeguards. This letter also supports model distillation, viewing it as a standard innovation technique rather than misappropriation.

Anthropic chose not to sign that document and instead published its own response three days later. Anthropic CEO Dario Amodei emphasized the dangers of authoritarian regimes acquiring powerful AI models and the risks of systems being misused for cyber or biological attacks. He also called for crackdowns on industrial-scale distillation while clarifying that his company does not support a total ban on open-weight models.

Shortly after, another open letter named Pacing the Frontier appeared with signatures from over one thousand employees at frontier AI companies, including top figures from OpenAI, Anthropic, and Safe Superintelligence. These workers ask the United States government to support international efforts to deliberately pace the advancement of automated AI development. Their concern stems from intense market competition coupled with accelerated progress driven by automated AI research, where models are increasingly used to write code, cut costs, and design new computer chips.
